The Protected Disclosures Act aims to protect public body employees who raise concerns of wrongdoings in the workplace.
Under Section 6(3) of the Protected Disclosures Act 2014, as amended by the 2022 Act, an employer with 50 or more employees shall, in accordance with this section establish, maintain and operate internal reporting channels and procedures for the making of protected disclosures and for follow-up.
Dublin Bus, as part of the CIÉ Group of companies, has established a policy and internal procedures to allow any employee of the company to make a protected disclosure under the Act.
The Protected Disclosure Policy and Procedures set out the framework within the organisation for disclosing information of alleged wrongdoing, the roles and responsibilities of those operating the policy, the company’s response to any such reports and safeguards for those reporting reasonably held suspicions.
This policy is reviewed and updated in line with guidelines issued by the Department of Public Expenditure and Reform and changes in relevant legislation.

Protected Disclosure Annual Report 2025
Under Section 22(1) of the Protected Disclosures Act 2014, as amended by the 2022 Act, every public body shall prepare and publish not later than 31st March in each year a report in relation to the immediately preceding year in a form which does not enable the identification of the persons involved containing information relating to the matters specified in subsection (2).
(2) Those matters are—
- the number of protected disclosures made to the public body,
- the action (if any) taken in response to those protected disclosures, and
- such other information relating to those protected disclosures and the action taken as may be requested by the Minister from time to time.
In compliance with its legal obligation, Bus Átha Cliath-Dublin Bus confirms that two protected disclosures were made in 2025. One has been fully investigated and closed.
One remained open at the end of 2025 and is under investigation in line with company policy.
